    it can be this or reinstall dnf but once i did this i was able to relaunch on dnf again.

    run > regedit > h key local_user > software > dnf > numshortcuts from 0x0000002 ( or whatever)
    to 0x0000001

    Anyways here's how I fixed it but I can never use IE for anything else unless I reverted some settings due to security issues.
